The Delinquency Prevention Council of Opportunities, Inc. is a county-wide collaborative of key community stakeholders that forms policy and implements programs to prevent juvenile delinquency, including youth substance use. The Council serves Jefferson County, Wisconsin, a rural county in southeastern Wisconsin located between Madison and Milwaukee. The Council was formed in October 1996 and today boasts 89 community participants throughout the county. The Council serves as a collaborative that directs juvenile delinquency prevention and intervention programming in Jefferson County. For over 12 years the Council partners have collaborated and pooled their time, talents, and resources to enact policies and programs aimed at strengthening youth and families. The Council implements a Restorative Justice program which includes services targeted directly at a number of delinquency issues, including alcohol, tobacco and other drug abuse.
The Council’s lead agency, Opportunities, Inc., is an innovative, customer-driven company that has made a commitment to provide vocational services to individuals with disabilities and barriers to employment. As part of its Youth Services Division, the Delinquency Prevention Council operates to serve youth in a preventative manner. This not-for-profit agency has acted as the lead agency for the Council since 1996 and continues to provide staff and program support to ensure the success of the Council’s mission.

Panther Court: A School-Based Teen Court
2008 initiated an exciting new partnership between the Watertown Unified School District and Opportunities, Inc. with the start of “Panther Court” at Riverside Middle School. Panther Court is a school based teen court used as an alternative discipline option that links students, teachers and parents.MORE

Community Service Program
The Restorative Justice Program of Jefferson County has been providing service supervision to youth since 1997. Since that time, 1580 youth have been referred to this program and 22,945 hours of community service have been performed in Jefferson County.MORE
